An intrepid British angler today told how he snared a predator which kills men - by biting off their testicles.

Fearless Jeremy Wade, 53, spent weeks hunting for the fish in remote Papua New Guinea after locals reported a mysterious beast which was castrating young fishermen.

He finally unmasked the perpetrator as the Pacu fish - known locally as ‘The Ball Cutter’ - and managed to catch one in his small wooden fishing boat.


Mr Wade wrestled the 40lb monster on to the floor of his boat and opened its snapping jaws with his naked hands - to discover a jaw-dropping array of human-style teeth.

The Ball Cutter boasts an impressive set of man-like molars, which tear off the testicles of unwitting hunters, leaving them to bleed to death.


Mr Wade, from Bath, Somerset, told how he reeled in the Ball Cutter as part of his new series of River Monsters, aired on ITV next week.

He said: 'I had heard of a couple of fishermen in Papua New Guinea who had been castrated by something in the water.

'The bleeding was so severe that they died. The locals told me that this thing was like a human in the water, biting at the testicles of fishermen. They didn’t know what it was.

'It is a hot and dirty area so the people would often go to the water with their children to wash but obviously they were very worried about this thing in the water.

'Amazingly, these things are quite elusive so we had to be patient catching one. We put a line into the water and waited for it to bite.

'When I reeled it in, it had this mouth which was surprisingly human-like, it is almost like they have teeth specially made for crushing.

'They are like human molars and the fish have powerful jaw muscles. They are very deep bodied and solid like a carp, with strong muscles.'

At least two fishermen have bled to death after being bitten by the beast although Jeremy believes they were 'pretty unlucky' as it is quite shy.

Pacu fish are usually found in the Amazon, where they need their teeth to crack into the tough cases of nuts and seeds.

The previously vegetarian fish were introduced to Papua New Guinea 15 years ago to increase stocks.

They quickly used their special technique to chomp meat due to a lack of suitable vegetation in the waters - making short work of human testicles.

Austria-based hydro energy developer Andritz Hydro suggested that the government, business people and energy consumers in Indonesia pay more attention to the future development of hydro energy sources.

Company president director Josef M. Ulmer said Monday that Indonesia had abundant hydro energy potential, around 78,000 megawatts (MW), but as of today utilization still stood at only around 4,500 MW.

“Hydro is the old lady of renewable energy. It’s not as sexy as solar energy, but it is one of the most reliable sources of energy, including in Indonesia,” he told reporters at a press conference on the sidelines of the World Renewable Energy Congress in Nusa Dua, Bali.

With a current electrification ratio of about 70 percent, hydro energy could be one of the best options for providing access to electricity in certain regions of the country, he said, adding that the future of hydro energy was very encouraging.
As reported earlier, the government and state electricity utility PLN were preparing the concept for the third phase of the 10,000 MW fast-track program. During this phase, most new power plants would use water for generating electricity.

Shrewsbury Hydro group’s bid for funding boost

A Shrewsbury group spearheading plans to generate green electricity from Castlefields weir is on track to win a £15,000 grant for an Archimedes screw turbine installation

The Shrewsbury Hydro Group, part of Transition Town Shrewsbury, was formed to push forward plans to develop a hydro project at the weir as part of an eco-scheme to save 1,000 tonnes of carbon dioxide a year.

The group is up against hundreds of other eco projects across the county to be shortlisted for the final round of a competition run by EnergyShare.

EnergyShare has up to £500,000 available to support projects.

With just 12 days left in the competition, which is decided by public vote, Shrewsbury Hydro is in second place, making it eligible for the cash boost.

Mark Scutt, energy co-ordinator for Transition Town Shrewsbury, said today: “We face competition from a solar panel project in Devon and that will be very popular.

“We need people to keep voting to ensure we can guarantee the money in 12 days’ time. If we finish in first or second place we are guaranteed the funding but if we fell into third place we would miss out.

“This is the only scheme in Shropshire to be shortlisted and the only hydro scheme in the competition.”

Mr Scutt said: “The bid for £15,000 will be used to do all the environmental surveys needed before we can actually apply for permission to put in a hydro scheme.”

It is believed Shrewsbury would be able to generate almost two million kilowatt hours of electricity a year from an Archimedes screw turbine installation, Archimedean screw turbine turbine installed alongside the weir.

The Shrewsbury group says that recent increases in fuel costs at power stations, together with the introduction of feed-in tariffs for electricity generated from water and other renewable sources, make it viable to harness the water power of the Severn.

A HYDRO-power generator has won council support and a £300,000 loan backed by the taxpayer.

Proposals to build the renewable energy station at Pershore weir on the river Avon have been circulating for some time, and the Environment Agency has granted a licence to landowner Charles Hudson to make the project happen.

Wychavon District Council’s executive board agreed to recommend a loan supporting the project.

The loan would be charged to the project at 10 per cent a year, with a life of 10 years.

However, the interest payments are set to be paid out of feed-in tariffs, which are paid by the Government for generation of surplus energy.

The project is estimated to cost £1 million and would generate power for more than 200 homes.

Once finished, the business case is to sell the electricity commercially, rather than to National Grid, and one potential customer could be Wychavon Leisure Centre, which could use about 90 per cent of the power generated.

Power would be created by a ‘run-of-river’ scheme made up of two Archimedes screws located on the east bank. The design includes a ‘fish pass’ for canoeists and kayakers.

The council’s officers also suggested the area could accommodate a much larger water leisure facility, or use funding available through the Olympic games to set up Pershore as “a vibrant water sport centre”.

Councillor Paul Middlebrough said: “It’s a fantastic idea and we’re keen to move forward, which is why we want to provide this loan of £300,000.

“It’s a commercial opportunity, and Mr Hudson is also putting his money into the project.”

Hydro Proposal Offers ‘Clean’ Source of Local Power in USA

The renovation of an historic hydroelectric generator in Mansfield Hollow could produce enough renewable energy to power half Mansfield’s public buildings.

Stand on the bank of the Natchaug River in Mansfield Hollow and it won’t take you long to appreciate the opportunity there.

Centuries ago people saw it: Power — free for the taking as the river makes its way toward the sea. Power enough to run a prosperous industry for decades.

Those days are long gone, but now a local entrepreneur again sees the Natchaug’s potential to provide inexpensive and, more importantly, clean and renewable energy to the community.

If he can only get it built.

Sam Shifrin, owner of the Kirby Mill near the base of the Mansfield Hollow Dam, says he wants to install a small hydroelectric generator on his property along the Natchaug. His low-impact, state-of-the-art equipment would replace and update a hydroelectric plant that operated there in the late 1800s.

Shifrin says his installation could produce enough power to run his mill and half of Mansfield’s government buildings.

Not only that, it would enable the town to achieve its renewable non-polluting energy goals for years to come – and cost the taxpayers less money than they are paying now.

That’s if he and his wife, Michelle, can get the financing their business, Mechatronic Energy Systems LLC, needs to build the facility.

… And if the town agrees to buy the power.

Inspired during their renovation of the historic 129-year-old mill, the Shifins have spent seven years obtaining the federal permit they need to install their high-tech turbines and related equipment.

Sam Shifrin, a mechanical engineer, designed the cutting edge hydrokinetic turbine system to take maximum advantage of the Natchaug River’s flow as it fluctuates throughout the year. He estimates the hydroelectric plant — about the size of a three-car garage — will cost about $2.2 million to build.

Once up and running, the system would produce 500 kilowatts of electricity, annually generating 2.25 million kilowatt hours of “green” or “clean” power – enough to supply half the town’s municipal buildings, Shifrin said.

The Shifrins have offered to sell their hydropower to the Town for the same price it pays for non-renewable energy; and local officials are evaluating the offer. The Town’s sustainability committee has reviewed the proposal and endorsed it.

Buying the local hydropower would spare the town the expense of buying the carbon credits or “renewable energy certificates” it must obtain to meet its clean-energy goals.

According to Town Manager Matthew Hart, Mansfield spends about $300,000 on electricity it gets through a consortium operated by the Connecticut Conference of Municipalities.

The Town has made a commitment to use 20 percent renewable energy by the year 2010, and because it has not yet met that goal, currently spends about $10,000 a year buying the “renewable energy certificates” it needs to compensate, Hart said. Those certificate fees are likely to increase in the years ahead unless the town can find a source of renewable, non-polluting energy like the power the Shifrins’ hydro unit offers.

Shifrin’s hope is to use the Mansfield site as a model and demonstration site for the industry.

The U.S. has some 80,000 dams that are not producing power, he said, offering great potential for expanding the use of small, low-impact hydroelectric generators. New England and New York have some 4,000 sites that could be used for generating hydroelectric power, he said.

His plan locally is to rebuild and reopen an historic “headgate” a few hundred yards from the base of the massive Mansfield Hollow Dam. It was originally put there in the 1800s to power the mill, but was eventually abandoned and filled in by the state. The headgate is adjacent to a man-made dam created in the early 1700s.

The renovated headgate, once reopened, will divert some of the river’s flow into an engineered waterway or “head race” that will guide the water to a hydroelectric generator of Shifrin’s design. The energy its five turbines produced would be metered and returned to the state’s power grid over the existing lines.  The system is capable of generating power even during low-flow periods when most generators have to shut down, he said. The water taken into the hydro unit would be returned to the river through a “tail race” a few hundred yards downstream.

Hart said he wants to be sure that the grid’s “virtual metering system” works properly so the town can get full credit for buying the clean power. More importantly, he said, he also wants to be sure that buying power locally will not have a negative impact on the town’s participation in the CCM energy consortium.

He expects to bring the matter back before the Town Council in January, he said.

The Shifrins have already obtained the Federal Energy Regulatory Commission’s license they need to build the system and could start construction right away … if they had the money. “The construction plans, design, engineering … they are all done,” Shifrin said.

But over the seven-year permitting process, Shifrin said, the project costs have grown. As a result, his company needs to find the financing before moving ahead.

Cementing a power purchase agreement with the town, Hart said, would help the Shifrins leverage the capital they need to proceed.

The Shifrins could, of course, sell the power to anyone who wants or needs renewable energy, including the power company itself; but “we would prefer Mansfield purchase the power,” Shifrin said. The company wants to make the operation available as an educational tool as well as simply a source of local renewable energy, he said.

Earlier this year the Shifrins were exploring a way to finance the project using zero-interest “qualified energy conservation bonds” available to the town through the Connecticut Development Authority. The Shirfrins offered the town a 20-year lease on the property and federal license, hoping Mansfield could use the bonds to build the hydro plant. The project would eventually pay for itself in the form of inexpensive power, Shifrin said. Five new turbines would be part of the deal.

Hart, however, said he is concerned that the additional risk, liabilities, management issues and expense might outweigh the benefits of that approach.

Getting approval to install a hydroelectric generator on a public waterway is a long and laborious process. Shifrin said he originally planned to simply restore the mill’s original hydro unit with something adequate to power his business at the mill. When he learned that the permitting process was equally complex for five or 500 kilowatts, he decided to expand his plan.

FERC has a long set of requirements that include meeting federal and state environmental demands. The Mansfield project has undergone a number of environmental studies, Shifrin said, and projections are that by reducing and slowing some of the river volume when it is running at its fastest, his project will actually improve the fish habitat in that part of the Natchaug.

At its fastest in the spring, the Natchaug flows at about 1,000 cubic feet per second, Shifrin said. His system will run at maximum output on 450 cfs, and could operate when the river goes as low as 30 cubic feet per second, he said. His permit, however, requires that at least 20 cfs flow freely down the riverbed to protect the habitat. The generators are likely to be operational every month but August.

The “trash rack” at the head gate of Shifrin’s system is designed to screen out any fish that is too large to pass safely through the turbine. It also limits the speed of the water into the race so fish can escape its pull.

As part of the permitting process, Shifrin also agreed to trap fingerling eels twice a year and drive them upstream where, ironically, they currently do not exist, he said. Eight years after that process begins, he said, he will again have to modify the equipment so that the turbine does not harm the mature eels.

Advantages of using hydrogen peroxide for cleaning

First off, it is anti-bacterial, anti-fungal, anti-mold and anti-mildew. Whew!

Secondly it is non-toxic for people, plants, household animals, and the earth. (Don’t forget that whatever household cleaners you use do end up going back to the earth, rivers and oceans eventually. In most cases, cleaning products will go through the sewage system first, but it all goes back to the environment eventually.)


Third, since hydrogen peroxide can be used for cleaning so many different things, it can simplify the number of different cleaning products you need to keep around. 


Fourth, bought in concentrated form and in bulk, using hydrogen peroxide for cleaning is very inexpensive.


And, finally, using hydrogen peroxide for cleaning tends to keep your sponges, mops, and scrubie pads a whole lot cleaner. (They'll all get a bit of disinfecting every time you use them.)


There are different types of hydrogen peroxide. Use food grade hydrogen peroxide, in general, for everything. (The other grades of hydrogen peroxide tend to have some stabilizers in them. Buy 35% food grade peroxide in large amounts, it is easy to use it for everything.)


To clean walls, windows, and countertops


Just put some 3% hydrogen peroxide into a spray bottle. Spray it on and wipe it off as you would with other household cleaners.


Hydrogen peroxide is generally anti-bacterial and anti-viral, so it makes sense to use it as a household cleaner. However, it does take time to work, so the short amount of contact time in cleaning counters and windows probably won't kill all the tiny pathogens in your house. On the other hand, it's a step in that direction, and if you want to really sanitize something, you can leave the hydrogen peroxide for a longer time. (This page talks more about uses for disinfection.)


I’ve only started using hydrogen peroxide recently for most of my general housecleaning. I’m impressed with what a good job it does on mirrors. It seems that the more ways I use hydrogen peroxide for cleaning, the more ways I want to try....


To clean floors


You’ll probably want to use hot water, so the easiest way to accomplish this (and also use a 3% solution of hydrogen peroxide), is to put a gallon of hot water into a bucket and then add 1 cup of 35% hydrogen peroxide. Use the temperature water you’d like to use on the floor, and then add the concentrated peroxide. (This is an approximate dilution, which is fine for floor cleaning, no need to be exact. See the mixing page, though, if you want exact proportions.)


Another great option is to use sodium percarbonate mixed in hot water.


Another option is to use a half gallon of very hot water, and add a half gallon of 3% hydrogen peroxide. This will result in a solution that is 1.5% hydrogen peroxide, and, obviously, mixing it this way will cool the mixture down quite a bit. 1.5% is also fine for washing floors.


Finally, if you don’t mind using cold water to clean the floor, you can just spray some 3% hydrogen peroxide onto the floor from your spray bottle. That's what I usually do. This also works well for day-to-day cleaning up gunk on the floor, and disinfects as you go along.


To clean toilets


Splash 3% hydrogen peroxide around the toilet rim and onto your toilet brush, then scrub the toilet as usual. Also use 3% hydrogen peroxide on a sponge to clean the rest of the toilet surfaces, and the floor around the toilet.


If the toilet is stained, adding a small amount (maybe a cup?) of 35% hydrogen peroxide to the toilet bowl, and leaving it overnight will help a lot. This only works on the area that is under the water, however, not stains above the water level. For heavy duty stains, you may need to repeat this treatment.


To clean showers and mildew


Spray 3% hydrogen peroxide onto the walls of the shower and let it sit for a while. For tiles that have mold or mildew, this will start to loosen it up and clean it out. Depending on the amount of mold and mildew, you may need to leave the solution on longer, or repeat this treatment. Certainly using hydrogen peroxide, over time, will reduce or prevent mildew and mold from developing.

Dutch Parliament: Downloading Movies and Music will stay Legal

In an attempt to reduce widespread piracy in the Netherlands, the government there recently introduced a plan that would make downloading movies and music unlawful. However, this proposal was binned yesterday by a motion from the Dutch parliament due to concerns it would restrict the free flow of information, invade the privacy of citizens and invite copyright trolls. Instead, they encourage the entertainment industry to focus their attention on providing authorized alternatives.


As in many other countries around the world, downloading music and movies is hugely popular in the Netherlands. A massive 30% of the population is said to do so.

Presently, the Dutch see downloading movies and music for personal use as “fair use” and not punishable by law. However, the current government is trying to find a solution to the ever-increasing piracy problem and has proposed a new bill to make it unlawful.


The topic has resulted in a heated political debate over the past several months, and yesterday opponents of the bill won the first battle as the Dutch parliament adopted a motion to keep downloading movies and music for personal use legal.


One of the main concerns of the parliament is that a download ban would go against the free and open Internet, as it restrict the free flow of information. The motion further states that enforcing such a ban via monitoring would invade the privacy of Internet users.

In addition, the parliament is worried that should downloading become unlawful, copyright holders will go after individual downloaders in court. This might result in a similar situation currently seen in countries like the United States and Germany, where hundreds of thousands of Internet subscribers are being sued by copyright trolls out to make a quick buck.


Instead of a download ban, the parliament suggests that the entertainment industry should focus more on offering authorized alternatives. At the moment, it is practically impossible to download high quality copies of recent movies and TV-shows via legal channels in the Netherlands.


The stance of the Dutch parliament is in line with an authoritative report commissioned by the government in 2009. In the report it was estimated that file-sharing has an overall positive effect on the Dutch economy. While it was recognized that the entertainment industry suffers some losses, these don’t outweigh the positive effects of file-sharing.

This report also motivated the Swiss government to keep downloading of music and movies totally legal a few weeks ago.

Bad news for all the owners of the Samsung Galaxy S: the Korean company has just announced that the device will not receive the update to the latest Android 4.0 Ice Cream Sandwich due to limited RAM and ROM. And this despite the Nexus S, which basically has the same hardware, is receiving the new firmware in these days. Similarly, the original Samsung Galaxy Tab will stay with Gingerbread.

The Chinese company started to send invites for a press event in Barcelona next February.


Chinese telecom giant Huawei sent an early notice for a press event that will take place next February 26th in Barcelona, Spain, during the next edition of the Mobile World Congress. The notice says the company is going to showcase their “smartest, fastest and most high-performing smartphone yet”.
We are definitely going to be in Barcelona for the MWC, and will also attend Huawei’s press event, so stay tuned for all the news and hands-on live from the Catalan capital.

Our outdoor heat pump was dying after 23 years of service, so the room was disturbingly cold. All the lights would noticeably dim for three seconds every minute or two as I heard the compressor struggle in vain to kick on.


I had no idea how long the power would stay on or how much I would be able to get out on the air.


I'd barely had time to think about how horrible it would be to die of torture. It all hit me while I was on the show. From what you've been telling me in your letters, hardly anyone can listen to this show without crying.


Our heat pump wasn't the only equipment that nearly died of exhaustion during this broadcast. We literally collapsed American Freedom Radio's streaming audio server for the first time in their entire history -- due to unprecedented demand.

In Part One I gave undeniable proof that a lawsuit has been filed in the Southern District Court of New York, naming the United Nations, World Economic Forum, the Italian Republic and the Italian Financial Police as defendants -- among others.


This lawsuit is one visible manifestation of an international, 122-nation campaign that is actively bringing down the "Old World Order." This secretive cabal has been destroying our planet with bubble money -- which is backed by nothing but hot air.


This, at least, is what we have all been led to believe. It turns out that the nations of the world actually are on a gold standard... it's simply been kept hidden from the public, with no accountability.


It may not sound like much, but this is the biggest secret of all. Talking about this is so dangerous that it has remained almost completely invisible -- even to the massive numbers of people scouring the Internet for the latest conspiracy news.

Riverside Public Utilities (RPU) was awarded a 2011 Outstanding Energy Management Award for its ongoing evaluation of an in-pipe hydropower system from Lucid Energy Inc., a renewable energy technology company and pioneer in the development of in-pipe hydropower systems for large water users.

The award, which was presented by the California-Nevada Section of the American Water Works Association (AWWA) at its annual fall conference, recognizes top water utilities for innovative energy management.

The first prototype of the LucidPipe™ Power System from Lucid Energy was installed inside a 42-inch water pipe in Riverside, California in February 2010 and the third generation system, which has been in continuous operation since March 2011, has already generated more than 23 megawatt hours of renewable electricity. A permanent installation of the system is scheduled for November 2011.

Lucid Energy’s LucidPipe™ Power System, which was developed in conjunction with Northwest Pipe Company, is a patented,

in-pipe turbine that captures energy from fast-moving water inside of gravity-fed water pipelines to produce clean, reliable, low-cost electricity with no impact on operation.

The installation at RPU utilizes a portion of a gravity-fed water pipe that is fitted with Lucid Energy’s vertical axis spherical turbine, which spins as water passes it. Because of the turbine’s lift-based design, the LucidPipe can operate across a wide range of flow conditions, volumes and velocities with no interruption of water flow. The study at RPU confirmed that less than 1 PSI of pressure was extracted from the system as a result of the in-pipe turbine.

“We’re proud to accept this award from the AWWA as a recognition of RPU’s commitment to cost-saving, renewable energy,” said Kevin Milligan, assistant general manager of water utility for the City of Riverside. “It’s very exciting to be on the cutting edge of water-to-wire technology, and the Lucid Energy system has enabled us to turn our existing municipal water infrastructure into a generator of clean, continuous electricity.”

Marking a resurgence of efforts after a three-year hiatus, a high-level international symposium in Kathmandu to woo foreign investment in hydropower and inform potential investors of Nepal’s policy and regulatory environment.

The Nepal Energy Investors Forum (NEIF), jointly organised by the government and the Asian Development Bank (ADB), is the first high profile seminar on hydropower after the Power Summit was discontinued.

Three editions of the Power Summit have been organised in the country from 2006-08 in association with the Independent Power Producers Association Nepal (IPPAN) and Power Trading Corporation (PTC) India.

What makes the NEIF different from past initiatives is that it is being organised amid a sense of reluctance among potential foreign investors to put money in Nepal’s power sector due to a series of disturbances and lack of a stable regulatory framework.

The forum is being seen as a government effort to assure foreign investors that an investment environment strongly exists in the hydropower sector.

According to Energy Secretary Balananda Poudel, the NEIF will be a multi-stake forum where the government will present its initiatives on hydropower development and the opportunities available.
“The government wants to reiterate that there is still an investment environment in Nepals hydro power developments ,” said Poudel.

The forum will highlight recent policy initiatives introduced by the government to create a competitive, attractive and business-friendly environment for private sector investment in hydropower. It will also showcase a shelf of hydropower projects available in Nepal for private sector  investment. According to Poudel, there will be also sharing of experiences of international best practices during the forum.

Unlike past events, this two-day meet has drawn the interest of investors and bankers from Europe. Among them are Guarant Co, an insurance company from the UK, and two development finance institutions, FMO from the Netherlands and DEG from Germany. In addition, there will be participants from India, China, South Korea, Thailand and Canada.

Two Chinese companies—Sino Hydro Corp Ltd and Dongfang Electric Corporation—will also be attending the NEIF. Sino Hydro has a presence in Nepal as a contractor for the Kulekhani 3, Upper Tamakoshi Hydropower and Sikta irrigation projects. Dongfang has been supplying equipment to medium and small hydropower projects. “The presence of these two at the forum shows they are now keen on hydropower development,” said one senior official at the Energy Ministry. The participation of two Korean companies—Korean Water Resources Corporation and Daelim Industrial Company Limited—reflects a resurgence in Korean interest in Nepal’s hydro sector.

Independent Power Producers (IPPs) have welcomed the government’s initiative to invite and assure investors. “The initiative on the part of the government is quite welcome,” said Sandip Shah, country manager for SN Power.

However, the government will not find it easy to convince potential investors amid disturbances in some hydel projects and delayed power development agreements (PDA). “The government will have to answer investors’ grievances regarding the GMR issue and delays in PDA and construction of cross-border transmission lines,” said Shah. “It’s been almost 19 months that the PDA has been lingering.”

Projects to develop the hydropower potential of Tajikistan using micro hydroelectricity generation are aimed at balancing the water and energy problems and mobilizing the available resources for the stability and development of Central Asia,

said the Tajik ambassador to Austria Nuriddin Shamsov at the summit on financing and investment in the energy sector “European Union – Central Asia” in Vienna on November 18.

“Implementation of the construction of micro hydropower facilities in Tajikistan is firstly aims to balance water and energy issues and to mobilize available resources to achieve stability and prosperity in Central Asia,” said Shamsov.

Speech by the Ambassador was posted on the official website of Ministry of Foreign Affairs of Tajikistan on Monday. The rational use of hydropower resources of Central Asia, effective cooperation in the sphere of their control and secure investment in this area are non-alternative measures for the sustainable development in the region given population growth and climate change. “It is also intended to contribute to solve the problems of poverty, education, health, job creation and other vital social and economic issues in the region,” said the Ambassador.

The implementation of mini hydropower projects in Tajikistan aims to significantly improve irrigation in Central Asia in area of over 3 million hectares in the lower reaches of the Amu Darya in dry and drought years, “thus providing energy and food security in the region in the long term.”

“Tajikistan, relying on principles of mutually beneficial cooperation, agreed to use recognized international norms and standards to implement its own mini hydro power projects,” said the diplomat.

He again urged the partners of the European Union to take part in an international consortium for the construction of these facilities. “Today, most of the electricity generation in Central Asia, as in many other regions in the world, accounts for thermal power stations (70%), which annually emit millions of tons of greenhouse gases. We believe that there is a need for urgent action to promote and develop renewable energy and energy efficiency technologies to reduce dependence on other traditional forms of energy, causing tremendous damage to the environment,” said Shamsov. He also noted the need for “urgent measures for the conservation of glaciers and monitoring of impacts of climate change.”

Speaking from Kabul, Moqamuddin Siraj uses a word that is at a premium in Afghanistan: “Momentum.” Siraj, a programme officer with the United Nations Development Programme

(UNDP), says Afghanistan is making progress on micro-hydro-power projects that are bringing much-needed electricity to rural parts of the country.

 

Powered by available water sources, the hydro energy projects – begun last year – have changed the lives of hundreds of people who previously relied on kerosene oil and other flammable sources to light their homes and businesses.

 

“It wasn’t healthy,” Siraj says of the older ways. “The smoke [from kerosene sources] would billow out into the rooms, affecting children and others. Now, they’re using clean electricity.”

Highlights

  • 80 percent of Afghanistan’s total population lives in rural areas, where about 85 percent of residents lack electricity.
  • UNDP and Afghanistan’s Ministry of Rural Rehabilitation and Development implemented six micro-hydro-power projects in rural areas.
  • The largest hydro-power project can provide electricity to more than 400 families.

 

Besides the micro-hydro-power projects already operating, six full projects are near completion, Siraj says, and 150 more have been requested by rural communities.

 

Each 14 kilowatt mini hydro project benefits more than 100 families, and the largest-size project (120 kilowatts) gives more than 400 families the ability to tap into electrical outlets.

The projects’ success – and demand – is why Siraj volunteered the words “momentum” and “major benefits.”

 

UNDP works with Afghanistan’s Ministry of Rural Rehabilitation and Development to implement the micro-hydro-power projects. The new hydro energy sources have produced an uptick in the economies of the affected areas, since small businesses – such as tailoring shops run out of homes – can now work more efficiently and, if they choose, keep longer hours.

 

“Their lives have changed,” Siraj says.

 

Still, Siraj offers a big caveat: About 85 percent of rural Afghanistan is in need of electricity, and the country’s urban centres experience gaps where electricity is unavailable for hours.

 

Energy in Afghanistan is just one policy area where UNDP is able to assist the national Government in improving aspects of Afghan society, including the country’s electoral process.

 

In the run-up to the September Parliamentary elections, UNDP worked with Afghanistan’s Independent Directorate of Local Governance to hold orientations with the country’s Provincial Councils – an affiliation that is segueing into a five-year program to train Afghan staff around the country. UNDP also has an important working relationship with the Afghanistan Independent Election Commission, which it supports.

 

Other programmes in Afghanistan that receive UNDP support include the country’s Disbandment of Illegal Armed Groups (DIAG) project, which collects weaponry. UNDP has also organized workshops for government ministries on budgeting that considers gender inequalities.

 

Each program is a chance to make an impact – whether small or big. Though size is relative, Siraj doesn’t hesitate to describe the micro-hydro-power projects this way: “They are a big change for Afghanistan.”
